See Jeremy's readme.txt in his xwa_hook_weapon_rate.zip file.
For example for the standard Tie Fighter...
DechargeRate = 3
RechargeRate = 3
CooldownTimeFactor = 47
The last line is key that determines the rate of fire. "47" which is either in binary or hex, I think is equivalent to 1 second (236 time units). So to slow down ROF to 2 seconds, change 47 to 94. To make it quicker, use perhaps 23 (47/2) for example. Setting it zero maybe the fastest it can go. Untested.
